Yes, you need a current valid passport to travel to Belgium from the UK.

How much cheaper is the cost comparable with the UK?..

Prices can be 50% of comapable UK surgery prices. In addition Surgical standards are the highest in the world. Some proceedures such as the Laparoscopic Gastric Bypass are not available in the UK or Ireland.

You can choose from an All-Inclusive Deal or a Basic Surgery Only deal.

Flights can normally be arranged from the airport closest to you, alternatively a door to doot chauffer service is available in some parts of the UK.
